Final statement of the Extraordinary Congress of the MNLA held in Kidal

On 27, 28 and 29 August 2022, an extraordinary conference of the MNLA was held in Kidal with the attendance of more than 1,000 participants including officials from the various political, military, advisory and revolutionary bodies of the movement. The Heads of the Provisional Authorities of the Gao and Kidal Regions, the representative of the Kidal Wali

 

Delegates from the Platform Movements, Head of the MINUSMA office in Kidal, President of the High Council of Prabiş,

Delegates from Libya, Algeria, Mauritania, Niger and Saudi Arabia

 

The conference was held in a special context marked by a strong security and humanitarian crisis, and the work of the conference began with the opening speech of the Secretary-General of the National Movement for the Liberation of Azawad. At the beginning of his speech, the Secretary-General offered prayers and salutations to the memory of all victims of violence and made a solemn call for mobilization to face challenges whose unification remains one of its keys. After frank and fruitful discussions in accordance with the approved program, the delegates agreed on the decisions below:

 

Under the internal reorganization of the MNIA

 

The Conference took the following reorganization measures: Re-election of Mr. Bilal Ag Al Sharif as Secretary General,

 

appointing members of the Revolutionary Council and the National Council; Reorganizing within all movement structures to make it more

Flexible and more practical in order to respond to the challenges of the moment revision of the foundational texts to adapt them to the new situation,

under merge

 

The conference reaffirms the principle of merging the CMA into a single political-military entity in accordance with the decisions of its regular conference from November 28 to December 1, 2019 and the final declaration of the regular session of the CMA Executive Office on July 16 and 17, 2022 in Kidal, urging the movement’s executive office The National Liberation of Azawad agreed to start this integration process on the basis of a consensual roadmap, respecting the best interests of the people of Azawad and including all the living forces that share this goal.

 

Third. Status of Agreement Execution

 

Seven years after it was signed, implementation of the agreement began to be delayed to the point of tarnishing its credibility by the population. The evaluation of evidence and the volatility of the context indicate that the agreement cannot meet the requirements of the moment. To this end, the Conference invites the Coordination of Azawad Movements to take note of this month

 

Fourth: In response to the security and humanitarian situation

 

In light of the fluctuations in the security and humanitarian context in Azawad, which led to extortion and field executions against innocent civilians, confiscation of their property, and forcibly displacing them outside their countries, the conference urges the coordination of Azawad movements to implement security, social and political measures to respond to the increasing threats and their humanitarian consequences.

 

The Conference expresses its solidarity and sympathy with all the people of Menaka and Gao who are suffering from terror and extends its condolences to all the families of the victims.

 

The conference also calls on all parties involved in security to pool efforts with the coordination of the Azawad Movements in this dynamic.

 

The conference salutes the mobilization of humanitarian organizations in the field, the efforts of the United Nations (MINUSMA and organizations) and encourages further synergy in actions

 

The Congress called on the brothers of the platform movements to renew the dialogue for the sake of internal cohesion for the welfare of the population.

 

The Conference extends a proposal to thank the United Nations Multidimensional Integrated Stabilization Mission in Mali for all its efforts in favor of peace and stability.

 

The conference welcomes and thanks the friends and guests of the MNLA for their attendance which testifies to all the benefits granted to this event.
